Plymouth Community Homes (PCH) has launched a £1.2bn, 10-year business plan to invest in homes, communities and services across Plymouth and the South West.
The plan is backed by a further £250m secured through PCH’s selection as a Strategic Partner in Homes England’s Social and Affordable Homes Programme 2026-2036, funding intended to accelerate delivery of affordable housing in areas of greatest need.
Under the plan, PCH aims to grow the number of homes it manages to up to 25,000 across the South West, deliver 1,500 new affordable homes over the next five years and ensure all homes achieve a minimum EPC C rating by 2030. The organisation also expects to generate more than £500m of social value for communities across Devon and Cornwall over the decade, through investment in homes, services and local neighbourhoods.
Jonathan Cowie, PCH’s chief executive, said: “Our purpose at PCH is about more than providing homes. We want to create places where people are proud to live, deliver services residents can rely on and make a positive difference to people’s lives.
“This Business Plan is one of the most ambitious in PCH’s history. It sets out how we will invest £1.2 billion over the next decade to improve existing homes, strengthen communities and help meet the growing demand for affordable housing in the South West.
“The challenges facing residents and the housing sector are significant, but so is the opportunity to make a difference. By listening to residents, working closely with partners and investing for the long term, we are setting out a clear plan to deliver positive change for current and future residents.”
The plan is built around four strategic themes – Your Services, Your Home, Our People and Our Impact – and includes a stronger focus on resident experience and influence. Commitments include achieving customer satisfaction levels of 85-90%, shaping services around resident feedback and making all core services available online by 2036.
PCH has also committed to supporting more than 2,000 residents into employment, building new partnerships across the region and helping unlock further investment in homes and communities throughout the South West.
