Housing association Torus has been upgraded to the top consumer standard rating less than a year after its planned regulatory inspection.
The Regulator of Social Housing (RSH) confirmed Torus has moved from C2 to C1 and now holds the highest ratings across all regulatory areas: C1 for consumer, G1 for governance and V1 for financial viability.
After receiving a C2 consumer grading last May, Torus moved swiftly to address the regulator’s feedback. Intensive work across the organisation strengthened oversight, assurance and performance in customerfacing services with a clear focus on achieving the highest standard as quickly as possible.
The regulator confirmed this was successful and Torus meets its expectations for a C1 grading, recognising strong leadership, effective accountability and a commitment to delivering highquality services for residents.
Steve Coffey, group chief executive at Torus, said: “We are really proud to have received confirmation from the regulator that our consumer standards rating has been upgraded to C1.
“This reflects the exceptional efforts of colleagues and board members across the organisation who have worked tirelessly to strengthen oversight, assurance and service quality for our customers.
“Achieving C1, G1, V1 demonstrates our continued commitment to strong governance, financial resilience and delivering highquality services for the communities we serve.
“The publication of the revised Regulatory Judgement [was] particularly timely as it was also the deadline for submission of bids to Homes England’s Social and Affordable Housing Programme 2026/36.
“We have simultaneously submitted a bold and ambitious bid for Strategic Partner Plus status that will help us to continue delivering for our current and future tenants and customers. The revised C1 judgement gives us comfort that we are balancing current and future needs.”
Mike Emmerich, chair of the Torus Group board, said: “This upgrade provides strong independent assurance that Torus is delivering at the highest standards across governance, financial management and customer services.
“The board would like to recognise the dedication of colleagues across Torus who have responded positively and professionally to scrutiny and whose work underpins this excellent outcome.”
